I was excited.  When your dispatch was recd, Sen, I lost no time in seeing your friends, laying on them the necessity of being in Springfield promptly, and, though I could not go myself, I did not learn the [illegible] until I saw a delegate who started for the capitol.  I do feel exceedingly joyful over the result - as joyful as a very few of  our [illegible] - jackets, and discontented [illegible] ("outs") were [illegible]-hearted.  But they are all Yates men now like the (Penn?) transcript, which since the election, has fou out it was always for Yates.  I was raised within &amp;amp; short distance of the Washburnes

&lt;/p&gt;&lt;p&gt;Most sincerely and heartily do I congratulate you upon your election to the Senate.  I was well aware that your popularity was such that nothing could prevent your election, but I had reason to believe that intrigues were on foot in Illinois to defeat it, and I was therefore over-joyed when I heard that you were duly nominated and elected.  I have taken a warm interest in Illinois politics for some time, and have been greatly pleased with the active, patriotic part you have assumed in behalf of Lincoln and Liberty.
&lt;/p&gt;&lt;p&gt;You may remember that I wrote
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;to you on the same subject a few weeks ago.
&lt;/p&gt;&lt;p&gt;That malicious and contemptible Copperhead paper, the &lt;u&gt;World&lt;/u&gt; of this city, yesterday re-published the unkind and ungentlemanly remarks of the Chicago Tri&lt;u&gt;bu&lt;/u&gt;ne on your message, accompanied by slander too vile to be repeated.  I trust, Gov. Yates, you will prosecute the editor for slander; no punishment a court could allow would be too severe for him.  But, after all, it is perhaps as well that no notice should be taken of the article.  The &lt;u&gt;World&lt;/u&gt; is read by Copperheads alone: no honest Union man takes it.
&lt;/p&gt;&lt;p&gt;I want, Governor Yates, to have you consider me one of your Eastern friends, and to permit me as such
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;to write to you often, and do what I can to keep you fully posted in regard to party movements at the East.  I want to be considered one of your true and reliable friends, and I assure you most sincerely I shall do all I can to merit your consideration.  We you not grant me this favor?
&lt;/p&gt;&lt;p&gt;I am of the opinion that if Gov. Seward retires from the Cabinet on the 4th of March he will go to the Senate in place of Gov. Morgan, who will resign to become Secretary of the Treasury.  Such is the understanding here.  I think it is beyond question that Senator Morgan will be the next Secretary of the Treasury.
&lt;/p&gt;&lt;p&gt;From what I can learn

&lt;hr /&gt;
&lt;p&gt;&lt;u&gt;Hon. Montgomery Blair, of Mld., will be the new minister to France.&lt;/u&gt;
&lt;/p&gt;&lt;p&gt;The He&lt;u&gt;ral&lt;/u&gt;d of this morning asserts that Gen. Butler has been ordered to report at his home, Lowell, Mass, an order equivalent to his retirement from the service.  Whether the news is true or not, I cannot say.

I was well aware that your popularity was such that nothing could prevent your election, but I had reason to believe that intrigues were on foot in Illinois to defeat it, and I was therefore over-joyed when I heard that you were duly nominated and elected. I have taken a warm interest in Illinois politics for some time, and have been greatly pleased with the active, patriotic part you have assumed in behalf of Lincoln and Liberty.&lt;/p&gt;&#13;
&lt;p&gt;You may remember that I wrote&lt;/p&gt;&#13;
&lt;hr /&gt;&#13;
&lt;p&gt;to you on the same subject a few weeks ago.&lt;/p&gt;&#13;
&lt;p&gt;That malicious and contemptible Copperhead paper, the &lt;span style="text-decoration: underline;"&gt;World&lt;/span&gt; of this city, yesterday re-published the unkind and ungentlemanly remarks of the Chicago Tri&lt;span style="text-decoration: underline;"&gt;bu&lt;/span&gt;ne on your message, accompanied by slander too vile to be repeated. I trust, Gov. Yates, you will prosecute the editor for slander; no punishment a court could allow would be too severe for him. But, after all, it is perhaps as well that no notice should be taken of the article. The &lt;span style="text-decoration: underline;"&gt;World&lt;/span&gt; is read by Copperheads alone: no honest Union man takes it.&lt;/p&gt;&#13;
&lt;p&gt;I want, Governor Yates, to have you consider me one of your Eastern friends, and to permit me as such&lt;/p&gt;&#13;
&lt;hr /&gt;&#13;
&lt;p&gt;to write to you often, and do what I can to keep you fully posted in regard to party movements at the East. I want to be considered one of your true and reliable friends, and I assure you most sincerely I shall do all I can to merit your consideration. We you not grant me this favor?&lt;/p&gt;&#13;
&lt;p&gt;I am of the opinion that if Gov. Seward retires from the Cabinet on the 4th of March he will go to the Senate in place of Gov. Morgan, who will resign to become Secretary of the Treasury. Such is the understanding here. I think it is beyond question that Senator Morgan will be the next Secretary of the Treasury.&lt;/p&gt;&#13;
&lt;p&gt;From what I can learn&lt;/p&gt;&#13;

&lt;p&gt;&lt;span style="text-decoration: underline;"&gt;Hon. Montgomery Blair, of Mld., will be the new minister to France.&lt;/span&gt;&lt;/p&gt;&#13;
&lt;p&gt;The He&lt;span style="text-decoration: underline;"&gt;ral&lt;/span&gt;d of this morning asserts that Gen. Butler has been ordered to report at his home, Lowell, Mass, an order equivalent to his retirement from the service. Whether the news is true or not, I cannot say.&lt;/p&gt;&#13;

&lt;/p&gt;&lt;p&gt;Allow me to express my hearty gratification at your election to the U.S. Senate.  It was no more than what I expected, altho' because of the contingencies of all things political, I did not feel sure of the result.  You well deserved it, for &lt;u&gt;you have fairly earned it&lt;/u&gt; these past four years.  The most important &amp;amp; trying period in our national history, it has been no less such in the history of Illinois.  Beset as you were by all the craft of treason &amp;amp; faction, you must have had an
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;untold amount of hard &amp;amp; anxious toil in directing the affairs of your great State.
&lt;/p&gt;&lt;p&gt;Our national sky is not yet clear; but the clouds are breaking.  Restored Union will come in due time, &amp;amp; then what an onward, upward march to lasting greatness will open before us!  Round a glorious verdict the nation gave last November! It was the death sentence of all Copperheads &amp;amp; traitors.  Hereabouts they seem like condemned criminals with ropes about their necks, &amp;amp; sitting on their coffins.
&lt;/p&gt;&lt;p&gt;I have been surprised &amp;amp; pained beyond measure at the course taken by our old College friend, Nass.  I know
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;nothing of his antecedents up to his entering Congress; but it seems incredible that he whom we know &amp;amp; thought so well of at Jacksonville, should be in the hooks of factious opposition, with such men as Coe, Brooks, Wood, at such a time as this.  What satisfaction can he find in the heavier hereafter?  But your gladness years to come will be true in your part of duty, you stood by your Country in its struggle for life, &amp;amp; by its noble president, with Earnest, unqualified support.  The tories of the revolution have always been lauded with a stigma of shame that nothing could remove.  But the time will come &amp;amp; not long hence, when they will be
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;esteemed saints &amp;amp; angels in comparison with those men in the Loyal States, who have done &amp;amp; said all they dared in the interest of the rebels.  The rebel chiefs are guilty of unutterable &lt;u&gt;enime&lt;/u&gt;:  but the Copperhead Chiefs while at heart guilty of all that are also inspired with a &lt;u&gt;meanness&lt;/u&gt; that cannot be equalled I believe, in all the annals of time.  One thing we have already gained;  we now know our political leaders, not only the traitorous &amp;amp; fractious, but those also as well who are patriotic, good &amp;amp; true.

&lt;/p&gt;&lt;p&gt;Allow me to express my hearty gratification at your election to the U.S. Senate.  It was no more than what I expected, altho' because of the contingencies of all things political, I did not feel sure of the result.  You well deserved it, for &lt;u&gt;you have fairly earned it&lt;/u&gt; these past four years.  The most important &amp;amp; trying period in our national history, it has been no less such in the history of Illinois.  Beset as you were by all the craft of treason &amp;amp; faction, you must have had an
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;untold amount of hard &amp;amp; anxious toil in directing the affairs of your great State.
&lt;/p&gt;&lt;p&gt;Our national sky is not yet clear; but the clouds are breaking.  Restored Union will come in due time, &amp;amp; then what an onward, upward march to lasting greatness will open before us!  Round a glorious verdict the nation gave last November! It was the death sentence of all Copperheads &amp;amp; traitors.  Hereabouts they seem like condemned criminals with ropes about their necks, &amp;amp; sitting on their coffins.
&lt;/p&gt;&lt;p&gt;I have been surprised &amp;amp; pained beyond measure at the course taken by our old College friend, Nass.  I know
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;nothing of his antecedents up to his entering Congress; but it seems incredible that he whom we know &amp;amp; thought so well of at Jacksonville, should be in the hooks of factious opposition, with such men as Coe, Brooks, Wood, at such a time as this.  What satisfaction can he find in the heavier hereafter?  But your gladness years to come will be true in your part of duty, you stood by your Country in its struggle for life, &amp;amp; by its noble president, with Earnest, unqualified support.  The tories of the revolution have always been lauded with a stigma of shame that nothing could remove.  But the time will come &amp;amp; not long hence, when they will be
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;esteemed saints &amp;amp; angels in comparison with those men in the Loyal States, who have done &amp;amp; said all they dared in the interest of the rebels.  The rebel chiefs are guilty of unutterable &lt;u&gt;enime&lt;/u&gt;:  but the Copperhead Chiefs while at heart guilty of all that are also inspired with a &lt;u&gt;meanness&lt;/u&gt; that cannot be equalled I believe, in all the annals of time.  One thing we have already gained;  we now know our political leaders, not only the traitorous &amp;amp; fractious, but those also as well who are patriotic, good &amp;amp; true.

Notwithstand all that could be done she continued sinking until the 1st Jany when she breathed her last. It has bein a melancholy time for me Governor since the Election, however much rejoicing our friends have all had over the triumph.

&lt;/p&gt;&lt;p&gt;Since the report rendered you two years ago, I have been but part of the time engaged in the discharge of my Allotment duties, and as the recommendation there made to the Legislature respecting pay to our Commission has not been carried out, I respectfully report my further efforts; and [ask?] your favourable interest, so that we may be enabled to secure that which is justly our due.
&lt;/p&gt;&lt;p&gt;I fully appreciate the circumstances which have heretofore existed, to prevent carrying out the assurances made us,---and hope you will not consider this note intrusive or intended to reflect in any way.  It is far from my intention.
&lt;/p&gt;&lt;p&gt;The first six months---of 1863 I spent in the active discharges of the duties of the commission collecting in the field as much as possible after each payment and then returning to distribute by the most expeditious method.
&lt;/p&gt;&lt;p&gt;I found our Soldiers invariably preferred that the distribution should be made
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;by Express, and that Treasury Notes should be sent.  This necessarily occasioned some expense as the amount of Drafts brought home could never be cashed in Treasury Notes without discount, or the gross Amt---Expressed from the nearest U. S. depository, to the three points from which I distributed.  to wit Springfield, Chicago and Quincy.
&lt;/p&gt;&lt;p&gt;I secured such arrangements with the Pay Department, or rendered the transmission of this fund actively safe and had it been possible to secure such assistance as I needed, I humbly believe I could have been a material help to the great majority of our Soldiers and their families
&lt;/p&gt;&lt;p&gt;I fully believe that one fourth of the entire amount I have Collected, is a clear saving to the Soldier and family and as much to the State at large.
&lt;/p&gt;&lt;p&gt;Want of means [illegible] me doing more untill in Oct of the same year, when under the direction of the Illinois Sanitary Commission I again visited the army in the double capacity of Commissioner and Sanitary Agent, the San/ Commission paying my expenses &amp;amp; time.
&lt;/p&gt;&lt;p&gt;I met every encouragement and collected and sent back to the Treasurer and other parties for distribution, about One Hundred and Forty 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Thousand Dollars collected in One Month. 
&lt;/p&gt;&lt;p&gt;As the Ex Board of the Commission did not feel prepared to expend more than the actual expense of travel &amp;amp; incidentals incurred, without allowance for my time, I found myself again reluctantly compelled to abandon the enterprise untill means could be provided.
&lt;/p&gt;&lt;p&gt;I have collected and disbursed during the whole time employed Seven Hundred and Twenty Thousand Dollars, without expense or the loss of one Dollar.  So far as my Knowledge extends (unless to myself)
&lt;/p&gt;&lt;p&gt;I hope our present Legislature will provide means and measures to make the commission efficient and successfull.  No more desirable favour can be extended our Soldiers and friends.
&lt;/p&gt;&lt;p&gt;Whether the time I have spent since my former report should entitle me to proportionate pay I leave for the proper parties to determine.  I so expected while in the service. 
&lt;/p&gt;&lt;p&gt;If it is out of your power to assist as directly, please suggest such course as ought to be pursued---or if not inconsistant present our claims to your successor.

&lt;p&gt;Thousand Dollars collected in One Month. 
&lt;/p&gt;&lt;p&gt;As the Ex Board of the Commission did not feel prepared to expend more than the actual expense of travel &amp;amp; incidentals incurred, without allowance for my time, I found myself again reluctantly compelled to abandon the enterprise untill means could be provided.
&lt;/p&gt;&lt;p&gt;I have collected and disbursed during the whole time employed Seven Hundred and Twenty Thousand Dollars, without expense or the loss of one Dollar.  So far as my Knowledge extends (unless to myself)
&lt;/p&gt;&lt;p&gt;I hope our present Legislature will provide means and measures to make the commission efficient and successfull.  No more desirable favour can be extended our Soldiers and friends.
&lt;/p&gt;&lt;p&gt;Whether the time I have spent since my former report should entitle me to proportionate pay I leave for the proper parties to determine.  I so expected while in the service.

&lt;/p&gt;&lt;p&gt;Resolved: That the ability, patriotism and energy of the administration of Richard Yates, as Governor of Illinois---his watchful care of the honor and interests of the soldiers from our own State,---his devotion to the preservation of the Union and the suppression of this Rebellion, and all the high qualities he has displayed, in the exalted place he has filled since the outbreak of this war have won for him our sincerest admiration and regard: and
&lt;/p&gt;&lt;p&gt;Resolved: That some of us having seen Gov. Yates under fire undaunted on the field of battle at Port Gibson Miss, where the victories were [inaugurated?] which culminated in the Capture of Vicksburg, while we cannot claim him as a Soldier, we know him to be the "Soldier's Friend" and a brave man.

&lt;/p&gt;&lt;p&gt;Allow me to tender my warmest congratulations!  It is a brilliant victory in favor of the masses of the people over the wire-working politicians.  So far as Washburne is concerned it was a clear case of an attempt at political Larceny.
&lt;/p&gt;&lt;p&gt;It seems I was right in relation to my fears about Sansing.  I sat up nearly all of one night with Fuller, and am glad to &lt;u&gt;Know&lt;/u&gt; now that he saw his way clear, and voted in accordance with the wishes of his people.  Governor I hope you may never know &lt;u&gt;all&lt;/u&gt; that was said and done to poison the public mind against you &lt;u&gt;lately&lt;/u&gt; in this vicinity.  Of course I knew that it was a dash to affect the members at the last moment, and it was not without its effect.  They had even frightened Mann, but I was fortunate enough to see him after he had got away from home and was on his way to Springfield.  I think he left me somewhat "built up" -

&lt;/p&gt;&lt;p&gt;Allow me to tender my warmest congratulations!  It is a brilliant victory in favor of the masses of the people over the wire-working politicians.  So far as Washburne is concerned it was a clear case of an attempt at political Larceny.
&lt;/p&gt;&lt;p&gt;It seems I was right in relation to my fears about Sansing.  I sat up nearly all of one night with Fuller, and am glad to &lt;u&gt;Know&lt;/u&gt; now that he saw his way clear, and voted in accordance with the wishes of his people.  Governor I hope you may never know &lt;u&gt;all&lt;/u&gt; that was said and done to poison the public mind against you &lt;u&gt;lately&lt;/u&gt; in this vicinity.  Of course I knew that it was a dash to affect the members at the last moment, and it was not without its effect.  They had even frightened Mann, but I was fortunate enough to see him after he had got away from home and was on his way to Springfield.  I think he left me somewhat "built up" -
&lt;/p&gt;&lt;p&gt;Well "alls well that ends well" and
&lt;/p&gt;

&lt;/p&gt;&lt;p&gt;I never read a dispatch with as much pleasure as the one to day announcing your nomination by the Caucus by a handsome majority over all other candidates glory enough for one day Maj Henry of Sterling Says when he was home Richards our Senator was advocating Washburns claims I think he must be mistaken I am particularly desirous to Know whether he was true or not.  I think Maj H is mistaken for this reason at the convention that nominated Richards I offered the following resolution which was unanimously addopted "Resolved that Gov Yates is the unanimous choice of this convention for U S. Senator and we will Support no man for State Senator who will not &lt;u&gt;unconditionally&lt;/u&gt; pledge himself to his Support."  Jude Eustan desired the nomination but owing to his congressional aspirations I was afraid to trust him.  Privately I knew R to be an ass but thought he could be trusted.  I wish also to know whether Pinckney went into the work heartily for you I trust he did I know a most desperate effort was made and inducements held out to him by petitions &amp;amp;c, I gave him to understand that if he Stood firm in your Support I would herafter Support and aid him in his aspirations.  I gave him to understand however that I expected him to give you all the Support he could aside from his vote I of course desire this information for my private use
