Of course, cingratulations are nothing new to you at this time. Warm hearts will flow out toward you, in expressions of the most unqualified satisfaction and delight at your victory - a victory achieved over, first conservatism, second, corruption, third, slander. The People recognize your triumph as theirs rather than yours. Every honest man was for you - every knave was against you - at least, so far as the issue was understood. There were men who were against you that did not know why - men who followed the lead of others. But I positively know no Illinoisan whose personal interest has not been affected, that

I have now simply to suggest to you that if the plan I suggested had been carried out - I refer to the plan in regard to a second Northern candidate - your competition could not have been enabled to make the fight he did. I strangled, at your request, the infant ideas, but wish it had been acted upon.

Mr. Washburn's card, published on leaving Springfield, has been commented upon with great discredit to him.

I am fearful there was considerable spiritus frumenti punished here on the evening of your election.

It was handed in late to the foreman by a friend whom I sent it down by, and not given a very prominent position; but you known they have been having terrible times among the printers lately. Did you get my letter from the Democrat office in regard to the preventing of outrage by the [printers?] of St Louis on Chicago printers who came down to work in their places?

                    <text>
Springfield, Ill. Feb. 24th, 1863.

Gov. Yates:

Dear Sir having been called to Springfield on business, I called to see you at your Office, and was sorry to learn that you were too unwell to receive visitors.

I did not prepare and forward to you the papers in regard to our county seat question, as I promised you, as upon reflection I felt convinced that it would be asking too much of you to interfere, and I further felt satisfied that we can beat the matter before the people.

I desire, if it will not be asking to much of you, to present another matter, and most respectfully ask your favor. Iroquois County

has furnished for the Service more than 1200 men out of about 3100 [hunded?] that were subject to Military duty, as the returns of the enrolling Officer will show. The county has not a field Officer in the Service, or any other Military Officer of note. While in the Old Congressional Districts The Other Counties always monopolized all the Offices. The election last fall shows Iroquois County to be the banner Republican county in the 9th Congression District, yet Coles & Vermillion were honored with the appointment of the Federal Assessor and Collector. The county has ever been true to the Republican party, and has not been wanting in loyalty and patriotism. we have not been aspiring, and have asked but few favors, yet feel that our claims are entitled to respect.

I have worked faithfully, and I think, honestly, in the ranks

of the Republican party, since its organization. In conducting the Iroquois Republican, I have become considerably involved in debt. My [health?] is such that I am not able to pursue the practice of Medicine, and for that reason I entered the profession of the Law some four years since. I can realize but little from the practice of Law, as the war has almost ruined that business in our county.

If the congressional Conscription Bill becomes a law, I desire the appointment of Provost Marshall for our Congressional District. We are in the 7th, but if you have signed the late apportionment Bill, Iroquois will be in the 10th District.

If you will be kind enough to recommend me for the position I desire, I will be under great obligations for the favor. If my request be granted, please forward the recommendation to me, at Middleport, Ill.

Yours truly,

C.F. McNeill.

                    <text>
Waterloo, Ills. March 29. 1863.

Dear Sir

The acts and demonstrations of the Copperheads and Secesh in our Monroe County compell me to address you and ask for aid and
instructions. On yesterday I returned from St. Louis, thinking that General Curtis - to whom I stated all the facts - had the power to send a necessary force to our protection, but he informed me: that Illinois did not belong to his Department. General Strong advised me to write to you, therefore I will give you a brief statement of what has lately happened here.

As to my character & standing I refer you to Hon. Lyman Trumbull, O. M. Hatch, Secretary of State, W. I. Conkling, Dr. A. Trapp & Harman Reynolds Grand Secretary of the Grand Lodge of Illinois; I was introduced to you by Gov. Koerner, but of course you cannot recollect every man; I am a German by birth, 29 years in this Country and fought at the battle of San Jacinto, under Sam Houston, at Buena Vista under our late Gov Bessell (of the ([24th?] Ills.) and served as a Captain in the 2nd Mo. Res. Corps in Missouri, Tennessee & Mississippi and am now U. S. Assist. Assessor in the 12th (John Scheell) Assess.District. This I hope will be sufficient, Dear Governor, to introduce myself to you as a good Union man & a Gentleman!

The enemies of our Country, Copperheads & Secesh, the other day held a meeting in the village of Marysville in the lower part of our County, to resist the enforcement of the Conscription law and to protect deserters; they harbor and keep intercourse with Secesh who cross over from Missouri, insult Union men who they call d- Abolisionists, hold balls and have there the tables decorated with Secesh flaggs, undertake to press money from Union men, giving therefore Confed. money and a Certificate that when Illinois is envaded they shall not be molested & robbed;they sing here in Waterloo, which happened on two days last week, Dixie Songs and hurrah for Jeff. Davis. A Union refugee from Missouri was last week shot dead near Marysville, in the American bottom. They will organize a military company, require arms & amunitions from You, to be able "to subdue the d- Abolition Lincolnites!

It is indeed dangerous for Union men & especially Republicans to go on business into the lower part of our County! What fate may await me when going there to assess in May - God knows!

What can You do for us, dear Governor? Could You not make a requisition from Genl. Curtis for one or two companies soldiers to be stationed either in Marysville, 6 m. from the Mississippi river, or at Lilly's landing, nearly opposite Sulphur Spring where several hundred men are encamped! If this is done confidence will be

restored and I am sure our ennemies will be still and kept harmless; if not - an outbreak will come! I don't see how it can be avoided. The principal leaders are James H. Lilly - owner of Lillys landing, John H. Liddell, an acting Justice of the Peace, Dr. Lewis James, Sebatian Berger, Theobald Edinger and Dr. A. L Carabine, all living in the neighborhood of Maryvsville.

The American bottom is the most dangerous place we fear; here in Waterloo and vicinity we can take care of ourselves and protect us, as our Union League numbers about 100 and are ready at any minutes warning

Here, dear Governor, I have given you a true statement of facts and I hope you will act accordingly and show to us the same energy and kindness as you have towards our boys in the field.

Please dont mention my name.

I am Sir

Most Respectfullly

Your obedt servt

C. H. Kettler.

To Hon. Richard Yates

Governor of the State of Illinois

Springfield, Ills.

C H Kettler

Waterloo Ills March 29 63

Says the acts and demonstrations
of the copperheads in Monroe County
compells him to address the Governor.

                <text>

Horner was committed to cleaning up corruption in the Chicago-run Democratic Party machine. An expert on Abraham Lincoln, Horner was an avid collector of Lincoln artifacts and papers. His huge collection of Lincolniana became the foundation of the Illinois State Historical Library and its successor institution, the Abraham Lincoln Presidential Library. Governor Horner also holds the honor of being Illinois's first Jewish governor.

Items in this collection include portraits of Governor Horner, images from President Franklin D.
