Dear Sir
Mr. Ketchum of Rockford has called on me today. He say he telegraphed a Company on 24th April, and has a despatch of 25th from Maj. Wyman, acknowledging offer &c but I do not remember their name on the Adjutant General's Roll.
They are now called Rockford Rifles. There is no Choice of men between them and the "Winnebago Rifles Capt Ellis, and priority in the Roll should decide
if this Company does precede "Winnebagos"
priority should govern.
Will you examine into this & decide, as between them upon the rules adopted and as the Evidence of the Roll Shows, for I would do no injustice knowingly
