Illinois State Hospital for the Insane,
Jacksonville. Dec 30th 1863.

Richard Yates,
Hon Sir.
Your letter of the 28th inst. enclosing the communication of the Governor of Kansas, respecting the admission of patients from that State to this Institution, is received.
In reply, I am obliged to say that, as this instillation is quite inadequate, in point of capacity, to admit all the applicants from this State, it would be inexpedient to admit patients from any other State.
