Dear Sir: I have the honor to request passes for the present year for Colonel John S. Loomis and Colonel S. Hirshback members of my Staff who are ordered eastward on official business occasionally and the absence of appropriations this year makes it particularly inconvenient to meet contingent expenses of the State Executive Dept. The courtesy will be one valuable to the sick & wounded of Ills Vols. who are looked after by these gentlemen and one which the State will remember. Very truly Yrs.
