I am informed by the Surgeon Genl of the Army that the Governors of the States appoint the Surgeons to the Regiments of Volunteers, called out to serve for three years - And that the Governors determine the relative rank of the Medical Officers.
Will you be so kind as to inform me what course will be pursued in their appointment
Whether they will be appointed upon recommendation or examination
Also their relative rank and pay -
