Dear Sir: Your letter of the 6th inst is received and I would say in reply that it is the law and order of the War Department that all enlisted men shall serve "three years from the date of enlistment unless sooner discharged" _ I have made frequent applications in similar cases, to have the term changed from three years to that of the unexpired term but (over)

have as many times been unsuccessful. I am sorry that such is the arrangment and would cheerfully have it changed were it in my power.
