His Excell'cy Gov. Yates directed me before he left the city to reply to Your [estd?] favor of the 21th inst but owing to the immense pressure of business in the office the reply was delayed until now, for which please accept my apology. I am directed by the Governor to state that he approved of Your suggestion. He hopes you will state in the call for a conference that it is his desire that is should take place.
