I take special pleasure in recommending to Your favorable consideration Captain Fr. de Tavernier a very gallant and worthy young officer who left the Prussian army about three years ago to take part in our present struggle. Capt F. has earned the encomiums of his superior Officers wherever he has served and is worthy of your special consideration.
If you can give him an appointment on Your staff or assist him, if that is impossible
