His Excellency Gov. Yates
Dear Sir I am assured that Alpheus Whipple of the 15th Ill. Vol. is a most worthy soldier & worthy of a position in the New Regiments, now forming. If you can give him the rank of Captain or Lieut. It will be a favor most worthily bestowed.
