Your letter to his Excellency Gov Yates, requesting a furlough for Henry & Amzi Faris of the 11th Regt Ills Cav now at Camp Butler has been recd. I am directed to state in reply that the Governor has no authority to grant the furlough himself, but he has referred your letter to Brig. Genl. Julius White in command of Recruiting Camps with the request that a furlough be granted them if it is consistent with existing orders.
