Sir:
I have the honor to inform you that the papers forwarded by you for the release of Robert Nelson, and William J. Nelson - prisoners of War at Rock Island Ills. have been submitted to the Secretary of War, by whom they are ordered to be held for future consideration. In the meantime they will not be sent South for exchange against their consent.
