Sir:

Your communication of April 28th addressed to Governor Yates is at hand. The Governor has the authority to order the transfer of soldiers from one hospital to another.

Arrangements have been made to have all such as desired transferred to hospitals within their own states where they can be collected in squads of forty or more but it cannot be done in any single instance.
