The bearer James M Mc [illegible] is delegated by the citizens of Tazewell County to proceed to Vicksburgh for the purpose of rendering aid to sick and wounded soldiers. Mr. Mc [illegible] comes highly recommended as a reputable and loyal citizen and I will be obliged for any assistance which you may render him to accomplish his mission
