In reply to your Excellency's letter of the 24th ult. requesting the special exchange of Lieut. Ed. R. Roberts, 7th Ills. Regt. a prisoner of war at Charleston, S.C. I have the honor to state that the application has been placed on file and will receive attention as early as practicable.
