Honble Sir,

               Wishing to obtain a commission as Surgeon or Assistant Surgeon in the U. S. Volunteers, I have been directed to apply to you for permission to be examined regarding my fitness for such a situation.

                I am a graduate of five years' standing of Queen's College, Kingston, Canada West, & can produce references & testimonials from Professors & others as to my qualifications.

                It is my desire in case I procure a commission to enter upon my duties at once.   Robert J. Foster M. D.
