Governor Yates your Honor after Compliments I desire and make this request of you which I hope you will favor me. I desire to recruit in the navy at this place for the State at Large you will Confer a favor by sending me a permit so that I can recruit in the Navy and Credit said recruits to any part of the State and oblige Sir permit me to be your most obedient Servant
