Your communication of the 11th instant, requesting that the Reverend W. K. Talbot, Hospital Chaplain, U.S.A., be transferred from Beaufort, S.C., to some northern hospital, has been received.

In reply I have the honor to inform you that as no vacancy at present exists in any northern hospital the approval of your application has been declined by the Secretary of War.
