Dear General.
This will be presented by Lieut Frank E. Brownell of Regular Army. Familiar and esteemed by all Illinoisians as the "Avenger of Col Ellsworth" He is on duty at St Louis. If consistent we would be glad to see him assigned to duty on your staff or at Hd Qrs in St Louis.
He has served in Staff Dept of the Army and while on duty here won the respect and esteem of our State officers and citizens. Please give his case consideration & oblige
