In reference to the case of John Mockler co "C" 17 N.Y. Vols.

whom you ask me to transfer to a General Hospital in the

State of New York, I beg leave to say that I have no au-

thority to reccommend a transfer in this or any case except

when ordered to do so by the Med. Director of the De-

partment or other superior officer. I suggest therefore that

you forward to him applications of this nature.
