My dear Sir:
May I beg that you will issue a Commission as Major of Volunteers to William Price of Chicago and detail him to serve upon my staff. Situated as we are here, with all the affairs of the Department in a state of semi-chaos, I really need more aid on my staff and have every confidence that Mr. Price would discharge the duties for which I intend him in a satisfactory manner.
