Dr. G. C. Harper proposes to apply for the position of Surgeon or Assistant Surgeon for the 71st Regt. Ill's. Volunteers. He is informed that it is necesary to have a permission from you before he can be examined. I am well acquainted with Dr. Harper, and know him to be a man of good standing, professionally, morally, &c. He is entirely worthy of confidence.
