F H Chapman 1st Lieut of Capt Madisons Batery asks for promotion If you go into the old organization to select officers, none could be selected for promotion to a captaincy, whose Zeal and desire to make himself useful, as an officer more emphatically recommends him. I do not however recommend the policy of breaking up the old organization by taking their best officers from them.
