Gov. of the State of Illinois
The undersigned having Knowledge of the character and qualification of Mr Ed. J. Whitehead late of Co 2. 11" Regt. Indiana 3 mo. Vol. do earnestly desire his appointment as adjutant in the service of the U.S. from Illinois.
Mr Whitehead is honest capable and energetic, he will do his duty faithfully & well & his appointment will be creditable to the executive and gratifying to a large number of the true friends of the Administration. [over]
