I understand that Col Sanford now Lt Col 48th Ill Vol desires promotion in some newly organized Regiment. He has not requested me to do so & yet I desire to say his promotion would afford me pleasure and if you can give him a position as Colonel of a Regiment organizing I shall be gratified.
As to his ability and fitness, for the position I need not speak Yo know that as well as I do
