Governor -
The Major General Comdg the Dept directs me to acknowledge the rect of your endorsement on letter of Henry Bitters, dated Dec 11th 1863, and to state in reply that the man Bitters is recognized by an officer of his Regiment as a deserter and will be sent to his Regiment for trial by the first opportunity.
