My Dear Sir
To carry into effect and to enroll the Army under the act of Congress just passed you will of course have the appointment of many officers.
I believe so far I have applied for allmost every thing within your gift without sucess.
I will again ask of you the appointment of "Provost Marshall" or a Cols. Commission under this act subject to your orders
