Dear Sir:

The Treasurer & Auditor say that an order from you is necessary before they can deliver up the Normal University Bonds. The law says the “Governor” shall issue the Bonds &c. They will deliver them on the receipt of your telegraphic dispatch requesting them so to do. Will you do us the favor to send them an order by telegraph & greatly oblige
