Dear Sir:
I am in receipt of your letter to the Secretary of War, of 21st Sept requesting commission in Colored Volunteers & enclosing letter from General Thomas to you of date Sept 5th '63. These papers are referred to me with endorsement that you have passed the board at Cincinnati and have been recommended for appointment as Colonel &c &c.
When considering the subject of appointment to field positions of colored regiments which may be raised in Illinois, I will take pleasure in considering your application & you will be further [addressed?]
