The bearer Mr J Lendly has a contract to deliver a large quantity of hay for the U.S. Army and is therefore compelled to travel frequently from the State of Missouri to this State and back.
Mr Lendly is a loyal citizen and I request all officers of the U.S. Army to whom this may be presented to allow him to pass in and out of the State of Illinois whenever it is necessary for the transaction of his business.
