            Description
A G. O. P. elephant looks out a window at an angry man straddling Niagara Falls representing opposition from steel plants and power plants to diverting water from the Great Lakes as part of the Mississippi Valley Waterway Project. The Mississippi Valley Waterway Project ignited indignation from states in the Great Lakes region whose lake levels decreased as a result of water diverted down through the Mississippi Valley as a result of the Chicago River reversal in 1900.
