I have written Hon [illegible] a [illegible] recommending the appointment of Mr Arnold of Chicago to fill the vacancy on the committee for locating the National Armory occasioned by the resignation of Gen John A McClernand, which I should not have don had I known at the time that Hon Wm Kellogg of your district, as his friends desired the appointment to be filled by Judge Kellogg
